Immigrate by being nominated by a Canadian province or territory

If you feel that your Express Entry scores are lower than the ones required to receive an Invitation to Apply, there may be another option for you. Each Canadian province has several programs that allow skilled workers that are willing to contribute to the economy of this province and settle there.

Who can benefit from Provincial Nominee Programs?

1. Candidates with a "mid-range" CRS score

If your Express Entry CRS score is not high enough to be competitive in federal draws, a provincial nomination (+600 CRS points) can make a big difference. PNPs are often helpful for candidates who:

  • Meet basic Express Entry eligibility, but do not reach recent CRS cut-offs
  • Have strong experience/education, but are older or and do not have high language proficiency

2. Candidates with a job offer and work experience in a province

PNPs are ideal if you:

  • Already work in a Canadian province on a work permit
  • Have a valid job offer from an employer in that province
  • Have work experience in an occupation that the province considers "in demand"

Many provinces prioritize applicants who are already contributing to their local labour market.

3. International students and graduates in a province

If you have:

  • Graduated from a college or university in a specific province, or
  • Are currently working there after graduation,

you may qualify for a PNP stream for international graduates, even if your CRS is not high enough for a federal invitation.

4. Candidates with strong ties to a province

  • Close family members living in a province
  • Previous study or work experience there
  • A clear intention to live and settle in that province long term

Some PNP streams give extra points or priority to candidates with established ties.

5. Candidates in specific in-demand occupations

PNPs are often designed to fill regional labour shortages. You may benefit if your work experience is in:

  • Healthcare
  • Skilled trades
  • Tech and STEM roles
  • Early childhood education, and other priority occupations

Even if your CRS score is not very high, being in a targeted occupation can make you more attractive to a province.

Key disadvantages of Provincial Nominee Programs (PNPs)

1. Extra steps and longer overall processing

Compared with applying through Express Entry only, PNPs often involve a two-stage process (first the province, then federal permanent residence processing). This usually means additional forms, documents, and processing stages, which can result in more time and more effort overall.

2. PNP caps fill very fast and rules change frequently

PNPs are highly dynamic. Eligibility criteria (NOC codes, minimum scores, targeted occupations) can change with little notice. In addition, federal caps for PNPs are limited and often fill quickly, making timing and strategy very important.

3. Higher costs

On top of federal immigration fees, many provinces charge their own PNP application fees, which can be substantial. There may also be extra costs for document collection and translations.

4. More restrictive eligibility in many cases

Many PNP streams require a valid job offer from a provincial employer, current work experience in that province, or a specific in-demand occupation. This can restrict access for candidates applying from outside Canada or from other provinces, and means that not every skilled worker profile will benefit from a PNP.
