PGWP Language Requirements

For PGWP applications submitted on or after November 1, 2024, IRCC generally requires proof of English or French. University bachelor’s, master’s, doctoral, and other university program graduates need CLB/NCLC 7 in all four language abilities. Most college, polytechnic, and other non-university graduates need CLB/NCLC 5 in all four. Flight school graduates are exempt from the language requirement. Applicants who submitted a PGWP before November 1, 2024 are not subject to this language rule.

Overview

Since November 1, 2024, most new post-graduation work permit (PGWP) applications must include proof of English or French ability. The required level depends on the type of program you completed—not on how well you spoke English or French in class.

Book your test early. The PGWP clock (commonly 180 days after program completion confirmation) does not pause for language testing delays.

Common situations

Graduating with a bachelor’s, master’s, or PhD

Plan for CLB/NCLC 7 in all four abilities. Field-of-study rules do not apply to these degrees, but language rules do for PGWP filings on/after November 1, 2024.

Graduating from a college diploma or certificate

Plan for CLB/NCLC 5 in all four abilities, and separately check whether field-of-study rules apply based on when you submitted your study permit application.

Submitted PGWP before November 1, 2024

IRCC states you do not need to meet the language requirement for that earlier filing.

Flight school graduate

IRCC lists no language or field-of-study requirements for eligible flight school pathways (other flight-school criteria still apply).

IRCC language levels by program type

If you graduated from…Minimum language level (all 4 abilities)
Bachelor’s, master’s, or doctoral degreeCLB 7 (English) or NCLC 7 (French)
Any other university programCLB 7 / NCLC 7
College, polytechnic, or other non-university programCLB 5 / NCLC 5
Eligible flight schoolNo language requirement

You must meet the minimum in reading, writing, listening, and speaking. An overall score is not enough if one skill is below the bar.

When the language rule applies

  • PGWP submitted on or after November 1, 2024: language proof generally required (except listed exemptions)
  • PGWP submitted before November 1, 2024: language requirement does not apply per IRCC

Do not confuse this with the field-of-study lock-in date, which often looks at when the study permit application was submitted.

Choosing and timing a test

  1. Confirm accepted tests on IRCC’s current language-testing pages linked from PGWP eligibility.
  2. Book a date that leaves room to retake if one skill is low.
  3. Keep results valid through your PGWP submission date.
  4. Upload results exactly as IRCC’s online checklist requests.

School admission tests and PGWP/economic-class accepted tests are not always the same product—verify before you book.

How this fits with other PGWP rules

Language proof is only one eligibility layer. You still need an eligible DLI/program, study intensity rules, timing within IRCC’s post-completion window, and—when applicable—field-of-study eligibility. See PGWP Eligibility and PGWP Field of Study Requirements.

When to get help

Get a review if your program sits between “university” and “college” branding, you are close to the 180-day deadline without test results, or a prior PGWP-related refusal mentioned language.

Common mistakes

  • Assuming degree graduates are exempt from language testing
  • Meeting three skills but missing one
  • Booking a test format IRCC does not accept for PGWP
  • Waiting until after the completion letter arrives to schedule a test
  • Mixing up study-permit timing rules with PGWP submission timing

This guide summarizes official IRCC sources listed above. Requirements change. Confirm current rules on Canada.ca before you apply.

Before you apply

  • Confirmed your credential category on IRCC’s PGWP eligibility page
  • Booked an IRCC-accepted English or French test with enough time before the 180-day PGWP window closes
  • Verified all four abilities meet the required CLB/NCLC level (not just overall score)
  • Confirmed the test result will still be valid when you submit
  • Gathered completion documents and study permit history for the rest of the PGWP file
  • Checked field-of-study rules separately if you are not a bachelor’s/master’s/doctoral graduate

Frequently asked questions

What language level do I need for a PGWP?
CLB or NCLC 7 in reading, writing, listening, and speaking for university bachelor’s, master’s, doctoral, and other university program graduates. CLB or NCLC 5 in all four for most college, polytechnic, and other non-university graduates.
Do I need language results if I applied for my study permit before November 1, 2024?
Study-permit timing mainly affects field-of-study rules. Language requirements are tied to when you submit the PGWP application. If you submit the PGWP on or after November 1, 2024, language proof is generally required (except listed exemptions such as flight school).
Is IELTS Academic accepted for PGWP?
Use only the tests and versions IRCC lists for PGWP/economic pathways at the time you apply. Do not assume a test accepted for admission to school is automatically accepted for PGWP—confirm the live IRCC language page linked from PGWP eligibility.
What if I miss the required score in one skill?
IRCC requires the minimum in all four language areas. One weak skill means you do not meet the requirement—retake the test before applying if needed.
Are master’s graduates exempt from language testing?
No. Degree graduates are exempt from field-of-study requirements, but they still need CLB/NCLC 7 for PGWP applications filed on or after November 1, 2024.
Is this legal advice?
No. This guide summarizes official IRCC guidance. Outcomes depend on your full facts and officer assessment.
